National Entitlement Card Forum
ESP are members of the National Entitlement Card (NEC) forum. The main aim of the forum is to promote and drive forward the National Entitlement Card (NEC) Programme, an initiative to establish a unified approach to 
the access and delivery of services for Scottish citizens using one card (a smartcard) to replace many – thereby promoting joint working across all Scottish Local Authorities in the development of the National Entitlement Card (NEC) Programme.
